<br />19 <br /> <br />TUESDAY <br /> <br />JULY 11,1967 <br /> <br />c<'- <br /> <br />of $2,500,000 of bonds of the City of Martinsville to finance <br />the cost of improving the City's sewage dispasal system and <br />providing for the submission of the question of issuing said <br />bonds to the qualified voters of the Cityll, adopted by the <br />City Council of Martinsville on January 26, 1960, in <br />anticipation of the receipt of the proceeds from the sale <br />of the bonds authorized to be issued by said bond ordinance; <br /> <br />(2) <br /> <br />A negotiable note of the City in the aggregate principal amount <br />of $650,000 shall be issued for all moneys borrowed pursuant to <br />this resolution. Said note shall be numbered 6, dated June 30, <br />1967, payable October 31, 1967, and shall bear interest at the <br />rate of 3.50% per annum; and <br /> <br />,- <br /> <br />(3) The Mayor and the Clerk of Council are hereby authorized and <br />directed to cause said note to be prepared and to execute said <br />note and to deliver same to the Piedmont Trust Bank, Martinsville, <br />Virginia, in exchange for said $1,200,000 note dated May 9, 1967. <br /> <br />Having received, from time to time, allegations that the continued practice of <br /> <br />allowing vehicular parking along the south side of Mulberry Road, between Rives <br /> <br />Road and Spruce Street, constitutes hazards to traffic safety, Council brought this <br /> <br />matter up for discussion and for consideration of whether to conduct a public hearing <br /> <br />if it is proposed to discontinue such parking. Several citizens residing in this <br /> <br />block, including Mr. 1. M. Groves and Mr. J. E. Zentmeyer, appeared before Council <br /> <br />and vigorously protested any such proposal, expressing the conviction that <br /> <br />observation by tourists of speed-limit regulations along this street would obviate <br /> <br />their traffic hazard allegations. In addition, these citizens pointed out that <br /> <br />removal of parking privileges would leave no space for cars of their guests. <br /> <br />Council lItabledll this matter, indicating future study. <br /> <br />Upon motion, duly seconded and unanimously carried, Council authorized City Manager <br /> <br />Noland to execute--on behalf of the City--contracts or agreements with the Norfolk <br /> <br />& Western Railway Company, providing for two sewer line crossings of the railway <br /> <br />company's right-of-way in the City's Industrial Park, viz., an eight-inch line <br /> <br />near the plant of Continental Can Company and a ten-inch line near the City's <br /> <br />elevated water storage tank. <br />
