Acquisition of this tract, it was <br /> <br />noted, will enable the City to make better use of land and its new City <br /> <br />Hall facilities (now under construction) in that area, meanwhile giving <br /> <br />the City access to the tract under contract. It was understood, too, <br /> <br />that 1967 property taxes on this land would be pro-rated to date of deed. <br /> <br />City Manager Noland reported that representatives of the City and of the <br /> <br /> <br />Virginia Department of Highways recently conferred with the Henry County <br /> <br /> <br />Board of Supervisors on the matter of exchanging portions of Spruce Street <br /> <br />Extended to eliminate problems arising from the fact that--as a result of <br /> <br /> <br />the 1965 annexation by the City of property in that area--sections of <br /> <br /> <br />said street alternate between "C01mty!! and "City". The Supervisors have <br /> <br />advised that they will give this matter serious consideration. <br /> <br />Citizens of Beverly Way, by letter and in person, reported that all <br /> <br />required "shared-cost!! monies are available for the construction of <br /> <br />authorized curb-and-gutter along said street but that the owner of property <br /> <br />located on the west side of this street, at the intersection of Spruce Street <br /> <br />Extended, will not grant a damage waiver to the City for construction of <br /> <br />curb-and-gutter along his side-lot line because of the considerable <br /> <br />expense he will incur in replacing or rearranging his driveway entrance. <br /> <br />For this reason, it was reported, he did not agree to the project nor did <br /> <br />he contribute his share of the cost, his share being absorbed by other <br /> <br />property owners. The concern of these other property owners was that this <br /> <br />one segment not interfere with the remainder of the project. Council, <br /> <br />thereupon, authorized the proceeding with the construction of curb-and-gutter <br /> <br />for all other properties involved, meanwhile asking Mr. George W. Brown, <br />
