<br />] ~~ <br />t '" ~ <br /> <br />TUESDAY <br /> <br />FEBRUARY 14, 1967 <br /> <br />Mr. Oscar F. Cannaday, Jr., appeared before Council on behalf of his proposed <br /> <br />rent-subsidy housing project, informing Council that the local Board of Realtors <br /> <br />neither opposes nor supports such a project. Mr. Cannaday also informed Council <br /> <br />that the City's Public Welfare Department has gone on record as stating that a <br /> <br />need :or such housing exists in Martinsville. The City Planning Commission, <br /> <br />however, presented the following letter and report on this matter (under date <br /> <br />of February 10, 1967) which Council unanimously accepted, with the exception of <br /> <br />the reference therein to 1l0nly,to rental property in the City, if this is <br /> <br />possible": <br /> <br />The V~rtinsville City Planning Commission at its regular meeting on <br />Tuesday, February 7, 1967, gave final consideration to a proposal by <br />Mr. Oscar Cannaday on behalf of the Cannaday Construction Company <br />that the City grant its approval to the construction of housing units <br />for rental to low and medium income families under the Federal Rent <br />Subsidy Program. <br /> <br />After much study and deliberation on this matter, the Commission adopted <br />the following resolution: 11 That it be recommended to Council that the <br />Rent Supplement Program is not the answer at this time to any substandard <br />housing problem that might exist in Martinsville and the suggec,tion is <br />made that Council investigate the possibility of the adoption of a <br />Minimum Standard Housing Code applicable only to rental property in the <br />City, if this is possible.n <br /> <br />The considerations involved in the adoption of this resolution were: <br />1. The extremely low unemployment rate in the City. <br />2. The low percentage of substandard housing in the City. <br /> <br />The Commission respectfully submits the above recommendation for Council's <br />further consideration. <br /> <br />In addition, the Council directed the Department of Inspections to present--for <br /> <br />Council's consideration--a minimum standard housing code, thus accepting the <br /> <br />Planning Commission's suggestion. <br /> <br />City Manager Noland informed Council that the seven new busses, for which a <br /> <br />Federal grant has been assured (under the Mass Transportation Act of 1964), <br /> <br />should be delivered to the City within the next several days and that it is now <br />
