Kellam, District Engineer <br /> <br /> <br />of the Virginia Department of Highways' Salem District, informed Council <br /> <br /> <br />that the State Highway Commission has approved an allocation of <br /> <br />$150,000.00 of Industrial Access funds for the construction of an access <br /> <br />road from Route 957 (Rives Road Extended) to Route 220 South (in Henry <br />County), for which the City has guaranteed its requested share of <br />$100,000.00. Mr. Kellam further indicated that construction of the <br /> <br />project (identified as Project 0966-044-163,C-501) should be underway <br /> <br />during the fiscal year 1967-68, probably around the first of the year 1968, <br /> <br />with the City of Martinsville to be billed for one-half of its contribution <br /> <br />at the time the project is advertised and for the other half around July 1, <br /> <br />1968. <br /> <br />Pursuant to request from Mrs. Nathan Bushnell and Mrs. Frank I. Richardson, <br /> <br />Co-Chairmen of the Martinsville Garden Club Council1s "Youth Clean-Up Weekl1 <br /> <br />project, Council indicated its sanction of the Garden Club Council's plan to <br /> <br /> <br />supplement the forthcoming lIClean-Up Week" (jointly sponsored by the Martinsville <br /> <br />Jaycees and the City's Public Works Department) with the Assistance of local <br /> <br /> <br />Girl Scouts and Boy Scouts. <br /> <br />Council filed, for future reference, a petition submitted by property owners <br /> <br />along a block of Vine Street, requesting the construction of curb-and-gutter <br /> <br />(on a shared-cost basis) along Vine Street between Ainsley and Luck Streets. <br /> <br />Council discussed with Public Works Director George W. Brown the prospects <br /> <br />of widening Figsboro Road (Route 108) to the City's Corporate Limits, <br /> <br /> <br />beginning at the completed portion previously widened by the City for a <br /> <br />distance of some 3,000-3,500 feet. Mr. Brown pointed out certain problems, <br /> <br />involving right-of-way as well as whether the City should attempt to undertake <br />
