Mr. Bach stated, too, that the Committee will make <br /> <br />available, upon request, expert engineering advice on correct firing <br /> <br />procedures. <br /> <br />Mr. Bach1s comments on burning of leaves and the resulting smoke nuisance, <br /> <br />as well as reported harmful effects of smoke therefrom, prompted a <br /> <br />discussion of the advantages and disadvantages of the City's offering a <br /> <br />general leaf-removal service with attendant vacumn equipment, such as <br /> <br />provided by a number of other cities. City Manager Noland informed Council <br /> <br />that he and Public Works Director George W.
