<br />1~ <br /> <br />TUESDAY <br /> <br />DECEMBER 27. 1966 <br /> <br />...- <br /> <br />WdEP~AS, the City Attorney for the City of Martinsville has advised <br />Martinsville City Council that the City of Martinsville legally can <br />contribute financial funds to such a project; <br /> <br />WHEREAS, the members of Martinsville City Council have individually <br />and collectively expressed favor toward such a project; and <br /> <br />WHEREAS, said Council has been informed that State funds for this <br />project are in addition to the regular allocation to the Salem <br />Highway District; now, therefore, <br /> <br />,..-", <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, Virginia, <br />in regular meeting assembled this twenty-seventh day of December, 1966, <br />that it doth hereby agree to participate in the cost of said project, <br />to the extent of $100,000.00, payable to the Virginia Department of <br />Highways, one-half during the City's fiscal year beginning July 1, 1967 <br />and cme-half during the City's fiscal year beginning July 1, 1968. <br /> <br />As attorney and counsel for Southeast Container Corporation, Mr. (Wm. F.) <br /> <br />Stone requested Council to deed (in fee simple) the City-owned 30-foot <br /> <br />right-of-way parallel to State Route 641 (for a distance of some 400 feet) <br /> <br />to Southeast Container Corporation, to coincide with the Virginia Highway <br /> <br />Department's abandoning of said Route 641 in favor of Southeast Container <br /> <br />as abutting property owner, inasmuch as this right-of-way and said Route 641 <br /> <br />are no longer needed as originally intended for industrial access roads into <br /> <br />the City's Industrial Park and inasmuch as an industrial access road has been <br /> <br />authorized to follow a different alignment. Council unanimously granted <br /> <br />petitioner's request by authorizing the deeding of said right-of-way to <br /> <br />Southeast Container Corporation and authorizing the execution of said deed by <br /> <br />appropriate City officials. <br /> <br />Mr. Carl Bach, Chairman of the Smoke Abatement Committee, reported that <br /> <br />local industrial plants are in process of purchasing and/or installing modern <br /> <br />boiler equipment in their additional and continuing efforts to abate smoke-and- <br /> <br />air pollution in the City. Mr. Bach further reported that, in the Committee1s <br /> <br />opinion, 18%-to20% of the entire air pollution problem or condition is <br />
