<br />~ .4 <br />J':t <br /> <br />TUESDAY <br /> <br />AUGUST 23. 1966 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, -with Mayor J. Frank Wilson presiding, was held Tuesday, August 23, <br /> <br />1966, beginning at 7:30 P.M., in the Council Chamber, City Hall. All members <br /> <br />were present, viz., Mayor J. Frank Wilson; Dr. Fred T. Renick, Vice~Mayor; <br /> <br />Thomas J. Burch; Harry L. Boaz; and E. E. Stone. <br /> <br />After the invocation, Council approved as recorded the minutes of its regular <br /> <br />meeting held August 9, 1966, and of its special meeting held August 16, 1966. <br /> <br />Upon being informed by letter from Mr. Nick Prillaman, Jr., that he will be <br /> <br />unable to accept membership on the Planning Commission (see minutes of August <br /> <br />9th), Council unanimously appointed Mr. R. J. (Jack) Dandridge to fill the <br /> <br />vacancy on the commission, i.e., the unexpired term of Dr. Leon A. Lackey, <br /> <br />resigned. <br /> <br />In tentative acceptance of the Planning Commission's report dated August 19, <br /> <br />1966, recommending approval of Mr. Morton W. Lester's rezoning petition <br /> <br />involving two lots at the intersection of Liberty Street and Lester Lane, <br /> <br />Council directed that a duly-advertised public hearing on this proposal be <br /> <br />held by C8uncil at its forthcoming September 13th meeting. <br /> <br />Upon motion, duly seconded and unanimously carried, Council adopted the <br /> <br />following ordinance amending the City's Business License Tax Ordinance (1949, <br /> <br />and as amended) to effect a rate of twenty cents (20t) per one hundred dollars <br /> <br />of gross receipts for the "Retail Merchants" category (Section 11 of Chapter III <br /> <br />of said Ordinance), effective May 1, 1967, thus reducing the current rate by <br /> <br />seventeen cents and thus, in part, granting recent requests by the Retail <br /> <br />Merchants Association: <br />
