~ .4 J':t TUESDAY AUGUST 23. 1966 The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, -with Mayor J. Frank Wilson presiding, was held Tuesday, August 23, 1966, beginning at 7:30 P.M., in the Council Chamber, City Hall. All members were present, viz., Mayor J. Frank Wilson; Dr. Fred T. Renick, Vice~Mayor; Thomas J. Burch; Harry L. Boaz; and E. E. Stone. After the invocation, Council approved as recorded the minutes of its regular meeting held August 9, 1966, and of its special meeting held August 16, 1966. Upon being informed by letter from Mr. Nick Prillaman, Jr., that he will be unable to accept membership on the Planning Commission (see minutes of August 9th), Council unanimously appointed Mr. R. J. (Jack) Dandridge to fill the vacancy on the commission, i.e., the unexpired term of Dr. Leon A. Lackey, resigned. In tentative acceptance of the Planning Commission's report dated August 19, 1966, recommending approval of Mr. Morton W. Lester's rezoning petition involving two lots at the intersection of Liberty Street and Lester Lane, Council directed that a duly-advertised public hearing on this proposal be held by C8uncil at its forthcoming September 13th meeting. Upon motion, duly seconded and unanimously carried, Council adopted the following ordinance amending the City's Business License Tax Ordinance (1949, and as amended) to effect a rate of twenty cents (20t) per one hundred dollars of gross receipts for the "Retail Merchants" category (Section 11 of Chapter III of said Ordinance), effective May 1, 1967, thus reducing the current rate by seventeen cents and thus, in part, granting recent requests by the Retail Merchants Association:
