<br />ill <br /> <br />TUESDAY <br /> <br />MARCH 22, 1966 <br /> <br />,- <br /> <br />City Manager Noland pointed out some of the effects of legislation enacted <br /> <br /> <br />by the 1966 Virginia General Assembly, principally as to street-and-highway <br /> <br /> <br />aid to localities. City Manager Noland also reported that the Assembly <br /> <br /> <br />enacted no controlling or regulatory legislation effecting CATV systems. <br /> <br />By recent letter, the Rapid Transit Company {Mr. Roy Stone, President) <br /> <br />informed the Council that it intends to terminate its operations on June <br /> <br /> <br />11, 1966, for which it holds a franchise from the City for a fifteen-year <br /> <br />period from September 28, 1954, stating that revenue is not sufficient to <br /> <br />operate the system and that transportation equipment is badly in need of <br /> <br />replacement. City Manager Noland reported that the Rapid Transit Company <br /> <br /> <br />is agreeable to operating the system under City control and that, under <br /> <br /> <br />such an arrangement, Federal funds are available towards sharing in the <br /> <br />cost of purchasing new buses. Council referred this matter to the City <br /> <br />Manager for further investigation and report. <br /> <br />Council was reminded of its forthcoming special meeting scheduled for March <br /> <br />Z3,1966, at 7:30 P.M., to conduct public hearings on the two IIspecial usell <br /> <br /> <br />petitions received March 8, 1966, at which forthcoming special meeting Council <br /> <br /> <br />indicated it would hope to have the Planning Commission's recommendation on <br /> <br /> <br />the Lester Lumber Company petition, hereinbefore cited, and to act upon same. <br /> <br />Mr. Raymond A. Dietz, of 704 Watt Street, appeared before Council and <br /> <br />described air pollution conditions in the area in which he resides and the <br /> <br /> <br />need for abating these conditions, either through voluntary cooperation of <br /> <br />offenders or through compulsory regulations.
