HARRY ANGLIN, T/A CLEAR-VIEW CABLE TELEVISIVN OOMPANY, THE RIGHT, <br />FOR THE TERM AND UP.oN THE CDNDITIONS HEREIN STATED, TO USE THE STREETS, <br />ALLEYS AND PUBLIC PLACES TO OONSTRUCT, INSTALL, OPERATE AND MAINTAIN A <br /> <br />COMMUNITY ANTENNA TELEVISION SYSTEM, INCLUDING CDNDUITS AND APPURTENANCES, <br /> <br />NECESSARY TO THE SALE AND DISTRIBUTION OF OOMMUNITY ANTENNA TELEVISI.oN <br /> <br />SERVICE IN AND AL.oNG THE STREETS, ALLEYS AND .oTHER PUBLIC PLACES IN THE <br /> <br />CITY OF MARTINSVILLE, VIRGINIA; ESTABLISHING CONDITIONS CONTR.oLLING THE <br /> <br />SALE AND DISTRIBUTION OF COMMUNITY ANTENNA TELEVISION; AND REGULATING <br /> <br />THE MANNER OF USING THE STREETS, ALLEYS AND PUBLIC WAYS", said ordinance <br /> <br />being substantially the same as that adopted December 14, 1965, i.e., the <br /> <br />ordinance inviting bids for the construction and operation of a CATV system <br /> <br />in Martinsville under the terms and conditions therein set forth. &2id <br /> <br />ordinance, granting the franchise, is to become effective May 1, 1966. <br /> <br />After reviewing the bids received March 3, 1966, for the cost of constructing <br /> <br />a portion of the Smith River Interceptor Sewer Line, as presented to Council <br /> <br />on March 8, 1966, and after receiving a report and recommendation from the <br /> <br />City's consulting engineers (Wiley & Wilson, Lynchburg, Virginia) as to <br /> <br />"Division No.2", Council accepted the low bid(s) submitted by Prillaman & <br /> <br />Pace (i.e., $244,464.00 for concrete pipe and/or $229,968.00 for metal pipe) <br /> <br />with the understanding that--subject to discretion of and direction by the <br /> <br />City--the contractor shall install whichever of the two types of pipe as, <br /> <br />in the judgment of the City, conditions warrant and justify, thus enabling <br /> <br />the City to take advantage of the less expensive pipe installation where <br /> <br />advisable. <br />
