<br />2() <br /> <br />TUESDAY <br /> <br />MARCH 8. 1966 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor J. Frank Wilson presiding, was held Tuesday, March 8, <br /> <br />1966, beginning at 7:30 P.M., in the Council Chamber, City Hall. All members <br /> <br />of Council were present, viz., Mayor J. Frank Wilson; Vice-Mayor Fred T. <br /> <br />Renick, M.D.; Harry L. Boaz; Thomas J. Burch; and E. E. Stone. <br /> <br />After the invocation, Council approved as recorded the minutes of its regular <br /> <br />meeting held February 22, 1966, and of its special meeting held February 28, <br />1 966. <br /> <br />As its first item of business, Council reviewed the bids received February 3, <br /> <br />1966, to construct and operate a CATV system in Martinsville and concluded <br /> <br /> <br />that all available and supporting information sought by Council has been <br /> <br /> <br />received and, therefore, disposition of these bids--as cited in Council's minutes <br /> <br /> <br />of February 8, 1966--need no longer be delayed; whereupon, by motion of Council- <br /> <br />man Stone, seconded by Councilman Boaz, Council accepted the bid of Clear-View <br /> <br />Cable Television Company, subject to terms and conditions of the CATV franchise <br /> <br />ordinance (inviting bids) adopted December 14, 1965, and subject to adoption of <br /> <br />an ordinance awarding a franchise. By request, Councilman Burch asked that his <br /> <br />vote on the motion be recorded as "againstll because he disagreed with the <br /> <br />written opinion of the City Attorney as to the validity of the bid submitted <br />by the W. L. W. Corporation and because of the revenue factor in this particular <br />bid. <br /> <br />Mr. D. B. Hanel, Commissioner of the Revenue, appeared before Council and <br /> <br />requested authorization to purchase two adding machines (in the total amount of <br /> <br />$534.80) on a shared cost with the State Compensation Board (two-thirds "Cityll <br />
