<br />.) . i <br />... -1" <br /> <br />MONDAY <br /> <br />FEBRUARY 28, 1966 <br /> <br />A special and duly-convened meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor J. Frank Wilson presiding, was held Monday, February 28, <br /> <br />1966, beginning at 7:30 P.M., in the Council Chamber, City Hall, for the <br /> <br />pm'pose of giving further consideration to CATV franchise bids received <br /> <br />February 3, 1966, including explanatory and supporting comments by the <br /> <br />bidders and/or their representatives. All members of Council were present, <br /> <br />viz., Mayor J. Frank Wilson; Dr. Fred T. Renick, Vice-Mayor; Harry L. Boaz; <br /> <br />Thomas J. Burch; and E. E. Stone. <br /> <br />After the invocation and roll call, Mayor Wilson stated the aforesaid purpose <br /> <br />of this meeting and invited the bidders or their representatives to speak on <br /> <br />their respective bids. <br /> <br />First to address the Council was Mr. J. English Ford, Attorney at Law, on behalf <br /> <br />of W. L. W. Corporation, represented by Mr. Charles A. Womack. Mr. Ford contended <br /> <br />that the State statutes require acceptance of the highest bid; that the W. L. W. <br /> <br />Corporation bid was by far the highest and best bid; that information on the <br /> <br />financial ability and plans of his client has been submitted; and that the <br /> <br />corporation check in the amount of $10,000.00, accompanying the bid, satisfies <br /> <br />the requirements of the ordinance inviting bids. Inasmuch as City Attorney <br /> <br />Cubine had ruled that this check does not constitute the bid bond required, <br /> <br />the W. 1. W. Corporation subsequently (actually filed with letter dated <br /> <br />February 25, 1966) filed a certified check in the amount of $10,000.00, <br /> <br />stating that the latter check was presented "so there can be no question <br /> <br />concerning the check recently given as bond" with the franchise bid or <br /> <br />proposal. Mr. Charles A. Womack, in support of his firm's bid, informed <br /> <br />Council that--if his firm's bid is accepted--said firm would provide two <br /> <br />educational TV channels for local schools at no cost; would provide, with <br />
