<br />-) ') <br />tioJ"-I <br /> <br />TUESDAY <br /> <br />FEBRUARY 22, 1966 <br /> <br />bonds to bear interest at a rate not exceeding six per cent (6%) <br />per annum and to mature within a period of not more than thirty <br />(30) years beginning with the date of said bonds in such annual <br />installments as the Council of said City may determine in <br />accordance with Law?IT <br /> <br />SECTION VII: This Ordinance shall take effect at the time and in the <br />manner provided by law. <br /> <br />Mrs. D. M. Murphy and other members of the Martinsville-Henry County Woman's <br /> <br />Club and, both by letter and verbal petition, requested Council to Ilreview, <br /> <br />clarify and strengthen the city ordinance to control distribution and sale <br /> <br />of obscene literature in MartinsvillelT, pointing out that--in spite of <br /> <br />applicable laws being ruled illegal by the United states Supreme Court-- <br /> <br />control of such literature is not impossible. In an expression of unanimous <br /> <br />support of this organization's efforts to prevent the distribution and/or <br /> <br />sale of offensive literature in Martinsville, Council adopted the following <br /> <br />resolution: <br /> <br />WHEREAS, it is apparent that, in the oplnlon of many locRl ClVlC, <br />religious, and educational groups, as well as numerous individuals, <br />there are unrestrictedly available to the general public many <br />publications which--in terms of decency to which we are accustomed-- <br />are considered not only obscene but also appealing to prurient <br />interests; and <br /> <br />WHEREAS, in spite of the recent dissipation by various judicial <br />bodies of the effectiveness of laws applicable to obscenity and <br />other related matters offensive to chastity, the Martinsville- <br />Henry County Woman's Club is seeking--and has obtained--the support <br />of various groups of citizens in a concerted effort to prevent the <br />distribution and/or sale of obscene literature in Martinsville; <br />now, therefore, <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, Virginia, <br />in regular meeting assembled this twenty-second day of February, <br />1966, that it shared in the foregoing opinion and heartily commends <br />the Martinsville-Henry County Woman's Club for its efforts toward <br />preserving and promoting decency and good conscience among our <br />citizens. <br />
