<br />11) <br /> <br />TUESDAY <br /> <br />FEBRUARY 22, 1966 <br /> <br />it will meet with the bidders in a special meeting in the very near future <br /> <br />- <br /> <br />and will give further consideration to the bids received. <br /> <br />City Manager Noland reported that Mr. B. Hairston Townes has offered to the <br /> <br />City the sum $200.00 cash in exchange for a small area on the north side of <br /> <br />East Church Street (Route 58 East), acquisition of which area would enable <br /> <br />him to possess frontage along this street. The offer also included the <br /> <br />provision that the City would prepare the deed of conveyance. Upon being <br /> <br />informed that the assessed valuation of this small tract, proportionately, <br /> <br />is $178.00, Council unanimously accepted Mr. Townes' offer. <br /> <br />With emergency clause attached, Council adopted the following ordinance <br /> <br />amending Article VIII of Chapted 9 of the City Code, thus under certain <br /> <br />conditions requiring snow tires and/or tire chains on motor vehicles upon <br /> <br />City streets: <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, Virginia, <br />in regular meeting assembled this twenty-second day of February, 1966, <br />that Article VIII of Chapted 9 of the Code of the City of Martinsville, <br />Virginia, 1956 and as amended, be and is hereby amended to include the <br />following section: <br /> <br />Se c. 9- 126. 1 <br /> <br />Tire Chains or Snow Tires. <br /> <br />Whenever snow, sleet, hail, or freezing rain has caused <br />slippery or hazardous conditions on any of the public streets <br />of the city, it shall be unlawful for the operator of any <br />motor vehicle to obstruct or impede other vehicular traffic <br />on any of such streets by reason of failure to have the driving <br />wheels of the vehicle, operated by him, equipped with tire chains <br />or snow tires. It shall be prima facie evidence of a violation <br />of this ordinance should the operator of such motor vehicle <br />fail or refuse to so equip the driving wheels of such motor <br />vehicle when called upon to do so by the Chief of Police or <br />other officer of the Police Department. <br /> <br />BE IT FURTHER ORDAINED by said Council that an emergency exists and, <br />therefore, this ordinance shall be in force from date of passage. <br /> <br />With the approval of the City Attorney as to form and also with the approval <br /> <br />of the City's bond attorneys, Council placed on first reading the following <br />
