<br />(' ( ) <br />. )0 <br /> <br />TUESDAY <br /> <br />JULY 11, 1972 <br /> <br />"secondary treatment" facilities at the City's Water Pollution Control Plant, <br /> <br />pursuant to requirements of the State Water Control Board and as referred to <br /> <br />in Council's minutes of meeting held February 8, 1972. This report included <br /> <br />reference to additional requirements subsequently and more recently established <br /> <br />by the Federal EnvironmentnProtection Agency and by the Water Control Board, <br /> <br />Le., that of an "institutional arrangement" whereby governmental jurisdict- <br /> <br />ional boundaries are disregarded in favor of providing and guaranteeing sewage <br /> <br />and waste treatment on a drainage basin basis. The effect of this, Council <br /> <br />was informed, would demand that the City's disposal plant serve the basins <br /> <br />draining thereto and therefrom, including areas under the jurisdiction of the <br /> <br />Henry County Public Service Authority, necessitating contractual agreements <br /> <br />between the City and the Service Authority, with Federal financial assistance <br /> <br />toward construction of required facilities being contingent upon the City's <br /> <br />furnishing the Water Control Board with a letter of intent so to do. Upon <br /> <br />motion, duly seconded and unanimously carried, Council directed that such a <br /> <br />"letter of intent" from the City be forwarded to the Water Control Board. <br /> <br />Meanwhile, Council urged that appropriate "checks and balances" be developed <br /> <br />to insure proportional financing of capital improvements and investment <br /> <br />necessary to the construction of additional treatment facilities required. <br /> <br />Public Works Director Brown then gave to Council a status report involving <br /> <br />right-of-way and easement acquisition, as well as problems and negotiations <br /> <br />thereto attendant, toward improving the intersection of Pine Hall Road with <br /> <br />Yorkshire Road, at an estimated total cost of $1,000.00; whereupon, Council <br /> <br />accepted said report and authorized the improvements as outlined. Meanwhile, <br /> <br />Councilman Hobson reminded Council of the need, as previously brought to <br /> <br />Council's attention, of widening and improving a section of Pine Hall Road <br /> <br />beyond the aforesaid intersection. <br />
