31

TUESDAY

FEBRUARY 22, 1972

This ordinance shall not apply to residents of another city, town or
county in the State of Virginia who have paid a similar license tax
to the City, town or county in which they are a resident. The license
tax hereby levied shall be due and payable in the office of the City
Treasurer or his authorized agent on and after the effective date of
this ordinance and the Treasurer or his authorized agent shall supply
each licensee with a plate which shall indicate the number of the license
and which shall be attached to the vehicle for which the tax was levied
and collected. Said license plate shall be placed on the vehicle so that
the plate shall be in full view at all times.

Any person violating any provision of this ordinance shall be guilty of
a misdemeanor and, upon conviction thereof, shall be punished as herein
provided. Any owner of a motor vehicle, trailer or semi-trailer for
which a license tax is required under this ordinance, who fails to
display the license plate as required herein, shall be guilty of a
misdemeanor and upon conviction thereof shall be punished by a fine
not exceeding twenty dollars ($20.00).

Any ordinance of the City of Martinsville heretofore passed which is in
conflict with this ordinance is hereby repealed.

An emergency existing, this ordinance shall be in force on March 15, 1972.

In tentative acceptance of the Planning Commission's report and recommendations

on the application for a Special-Use Permit filed with Council on November 23,

1971., by Mr. Earle W. Greene, Realtor, on behalf of Plantation East, Ltd., to

allow petitioner to add a number of townhouse-type units to those existing at

the end of Blankenship Street, Council called for a duly-advertised public

hearing thereon to be conducted at Council's forthcoming March 28th meeting.

Council received and referred to the Planning Commission, for its consideration

and recommendation, a petition filed by Mr. J. Reid Troxler requesting the

rezoning of his property on Jones Street--between building occupied by Copenhaver

Printing Company and an alley entering premises of Troxler Furniture Company--to

permit the storing and baling of cardboard cartons.
