, (\ (~
i\JU

TUESDAY JANUARY 25, 1972

Council was informed that, pursuant to current State statutes and the

amended State Constitution, local municipal elections must be conducted

the first Tuesday in May every two years, beginning with 1972, thus voiding

the City's Charter provision in conflict therewith; however, Council was

also informed that--until the City's Charter is amended otherwise--elected members

to Council will take office on September 1st, as now the Charter provides.

Through Mr. T. J. Childress, Jr., Partner, Council received--and referred to

the Planning Commission for its consideration and recommendation--an application

for a Special-Use Permit, as filed by Forest Park Manor, to permit construction

of a l60-unit apartment complex on a tract consisting of 16.25 acres of land

lying between Smith River and Meadowview Lane.

Mr. William B. Muse appeared before Council and, citing the need for development

of recreational facilities in the West Martinsville Area as contemplated in

resolution hereinbefore made a part of these minutes, expressed the opinion

that the cost estimate for this development, as furnished Council, is quite

conservative, thus implying that to meet the urgent need in the area requires

an expenditure in excess of said estimate.

Council was adjourned.

"
\
W. ~':'~15;'.Cl~rk of Council

'--...._~
