Council referred this request to the Planning Commission for its consideration and recommendation. Council acknowledged receipt of a resolution adopted December l5, 1971 by Martinsville Jaycees, Inc., recommending that all governmental jurisdictions within the West Piedmont Planning District consider the advisability of adopting land-use controls. Council acknowledged the retirement, as of December 31, 1971, of Mr. L. J. "~",.-.... Judkins, Sr., after more than twenty years of public service as an employee of the City of Martinsville, the last fourteen years having served as the City's Purchasing Agent & Billing Supervisor. Members of Council discussed with Public Works Director George W. Brown current - regulations applicable to garbage and refuse collection and, after suggesting that a thorough study be given to ways and means by which the public need might be met satisfactorily and efficiently, particularly at such times
