I <br />. ! <br /> <br />TUESDAY <br /> <br />SEPTEMBER 28, 1971 <br /> <br />WHEREAS, at Martinsville City Council's meeting held September 8, 1970, <br />both the Martinsville Planning Commission and a duly-constituted Board <br />of Viewers--to which bodies said petition was referred by said Council <br />from its meeting held June 9, 1970--reported their findings and <br />recommendations; and <br /> <br />WHEREAS, on October 13, 1970, Martinsvi11e City Council conducted a <br />duly-advertised public hearing on said petition and, at the conclusion <br />of said hearing, deferred action on this matter for further study and <br />consideration; now, therefore, <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, Virginia, in <br />regular meeting assembled this twenty-eighth day of September, 1971, that, <br />subject to dedication and/or transfer by petitioner of turn-around and <br />access areas hereinabove cited, that section of Middle Street (also <br />hereinabove described) be, and is hereby declared vacated, closed and <br />abandoned; and <br /> <br />BE IT FURTHER ORDAINED by said Council that a copy of this ordinance, <br />accompanieQ by hereinabove-cited Plats, be forwith filed with the <br />Clerk of Martinsville Corporation Court as authorization to mark his <br />records accordingly. <br /> <br />Upon motion, duly seconded and unanimously carried, and in acceptance of <br /> <br />recommendation jointly submitted by City Manager Noland and Traffic-Planning <br /> <br />Director Irving R. McGhee, Council adopted the following resolution guaranteeing <br /> <br />that the City will pay its 15% share (already budgeted) of the cost of a study <br /> <br />of the City's Traffic Control Signal System within the City's Central Business <br /> <br />District, which study is to be conducted by the Virginia Department of <br /> <br />Highways: <br /> <br />WHEREAS, the City of Martinsville has requested the Virginia Department <br />of Highways to make a study of the City's Traffic Control Signal System, <br />involving fourteen intersections in the City's Central Business District, <br />under the "TOPICS" program of the Federal Highway Administration; and <br /> <br />WHEREAS, the Virginia Department of Highways has agreed to make such <br />study, with approval of the Federal Highway Administration, on a <br />shared-cost basis, with the City's share to be fifteen per cent (15%) <br />of the cost; now, therefore, <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, Virginia, <br />in regular meeting assembled this twenty-eighth day of September, 1971, <br />that the City of Martinsville does hereby agree to pay its fifteen per <br />cent (15%) share of the cost of said study; and, further, <br />
