By this reduction, we will not have to cut <br />salaries or reduce any necessary and essential expenditures in this <br />immediate fiscal year. <br />If we do have the anticipated future upturn in our economy, then <br />at that time, we could reconsider the tax rate. <br /> <br />Thereafter, several citizens and property owners expressed objections to their <br />respective property valuations, as established by the 1970 Board of Assessors <br />in its reassessment program recently completed, now under rev{ew by the 1971 <br />Board of Equalization. <br /> <br />In connection with request filed May l, 1971 with the State Compensation Board <br /> <br />by Commonwealth's Attorney John J. Hartley, in which Mr. Hartley seeks authority <br /> <br />and funds to employ an Assistant Commonwealth's Attorney for the City of <br /> <br />Martinsville, Council unanimously expressed concurrence therewith and agreed <br /> <br />to provide the City's 50% share of the cost of this new position, recommending <br /> <br />that the Compensation Board so authorize. <br /> <br />On behalf of the Council and the City's Recreation Department and on behalf <br /> <br />of the Virginia Recreation & Park Society, Mayor Renick presented the Society's <br /> <br />1970 Volunteer Certificate Award to Mr. James E. Schilling, in recognition of <br /> <br />his outstanding contribution of time and effort during 1970 (as well as in <br /> <br />recent years prior thereto) in the interest of recreational programs and <br /> <br />better recreational facilities in the City. <br /> <br />Upon motion, duly seconded and unanimously carried, Council appointed the <br /> <br />certified public accounting firm of Rothgeb, Miller & Sells (of 26 West Church <br /> <br />Street) to conduct the required annual audit of the City's finaRcial accounts <br /> <br />and records for the fiscal year ending June 30, 1971; and, pursuant to established <br /> <br />policy, this firm would be retained for this purpose also for the fiscal years <br /> <br />ending June 30, 1972 and June 30, 1973. <br />
