<br />2~ <br /> <br />TUESDAY <br /> <br />MARCH 23, 1971 <br /> <br />- <br /> <br />Upon recommendation of City Manager Noland and Public Works Director Brown, <br /> <br />Council authorized the connecting--upon payment of required fees by the <br /> <br />respective owners and/or occupants--of three residential properties located <br /> <br />outside the City on Old Dye Plant Road to the City's water system as it now <br /> <br />exists or may be enlarged, these three properties now being without adequate <br /> <br />water service, similar to the situation being met on Barrows Mill Road, <br /> <br />outside the City's corporate limits. <br /> <br />Council acknowledged receipt of, and gave approval of, the salary and expense <br /> <br />requests of the local constitutional officers for the forthcoming 1971-72 year, <br /> <br />which requests must soon be presented to the State Compensation Board. <br /> <br />City Manager Noland reported that Attorney John J. Hartley expects to appear <br /> <br />before Council at its forthcoming April l3th meeting to request an increase <br /> <br />in the rate schedule applicable to local taxi-cabs. <br /> <br />,- <br /> <br />Mr. Carl H. Bach, Chairman of the Citizens Smoke Abatement Committee, appeared <br /> <br />before Council and cited the increasing efforts on the part of both State and <br /> <br />Federal Governments toward curbing all phases of air pollution through <br /> <br />regulatory agencies, this making no longer practicable the existence of the <br /> <br />local "volunteer" committee. Accordingly, Mr. Bach submitted his resignation <br /> <br />as Chairman and Member of the Committee, which Council accepted but not without <br /> <br />gratitude to Mr. Bach and his Committee for--and appreciation of--their out- <br /> <br />standing service to the community, during their tenure over the years having <br /> <br />secured many improvements from local businesses and industries on a voluntary <br /> <br />basis. In so doing, Council dissolved the Committee for the reason precipitating <br /> <br />Mr. Bach's resignation. <br />
