<br />f\ ) <br />I ..< <br />.,) ... <br /> <br />MARCH 23, 1971 <br /> <br />TUESDAY <br /> <br />Association (Mr. John McCraw, President) in working with the Board toward <br /> <br />what it considers to be a reasonable salary scale. Meanwhile, the Board <br /> <br />informed Council that there is a pressing need to construct a central <br /> <br />vocational education facility, funds for which will be requested sometime <br /> <br />in the future and for which State and Federal assistance funds may become <br /> <br />available in the 1972-73 year, the Board explaining that the scattered <br /> <br />locations in which the several phases of vocational education are presently <br /> <br />conducted do not lend themselves to meeting the educational needs of <br /> <br />students involved--or who should be involved--in this program. Mayor Renick, <br /> <br />meanwhile, reiterated his conviction--previously expressed in prior years-- <br /> <br />that school facilities should be operated year-round and would result in <br /> <br />not only more compensation for teaching personnel but also in a more <br /> <br />economical educational operation. School Superdntendent Richmond informed <br /> <br />the Council that efforts are now being made (in Virginia) toward that <br /> <br />objective, with one "pilot" program (being in Prince William County) already <br /> <br />in operation. Subsequently, in accordance with applicable statutes, Council <br /> <br />adjourned into executive session to consider the Board's recommended budget for <br /> <br />1971-72 and then re-convened into public session, at which point Council <br /> <br />unanimously approved said proposed budget as recommended. Both the School <br /> <br />Board and Mr. McCraw (of the MEA) expressed appreciation of Council's <br /> <br />favorable consideration and action. <br /> <br />With reference to activities of the Total Community Development Committee, as <br /> <br />reported to Council at its meeting held March 9, 1971, City Manager Noland <br /> <br />informed Council that various firms and individuals are beginning to contribute <br /> <br />funds toward cost of comprehensive planning contemplated, recommending that <br /> <br />the City serve as the official depositary and paying agent for this project. <br /> <br />Whereupon, Council accepted the Manager's recommendation and so authorized, <br /> <br />with directions that a special fund be established by the City for same. <br />
