Mr. Fulton <br /> <br />explained, further, that enthusiasm exists and that the need is for immediate <br /> <br />action, for good and sufficient economic benefit to the entire community. <br /> <br />Too, Council was informed that individual property owners desire professional <br /> <br />guidance in order that they may make sound investments in attempts to <br /> <br />revitalize the downtown area and, indeed, the whole city. Upon motion, duly <br /> <br />seconded and unanimously carried, Council enthusiastically endorsed the <br /> <br />efforts of this special committee and assured the special group that the <br /> <br />Council will attempt to ascertain the most appropriate method in cooperation <br /> <br />with the group and in an effort to improve the community. Pursuant to Mr. <br /> <br />Fulton's request, Council met--at the close of this meeting--in executive <br /> <br />session (in accordance with Section 2.l-344(a)(1) of the State Code) to <br /> <br />receive the committee's recommendation as to one or more consultants from <br /> <br />whom the City, as the appropriate contracting agent, might obtain detailed <br /> <br />proposals for their professional services in this project. <br /> <br />Council reviewed bids recently received from three contractors, to provide <br /> <br />for an extension of a City water line along Barrows Mill Road, just <br /> <br />outside the City's corporate limits, in accordance with a plan previously <br /> <br />approved by Council. The lowest bid was $12,967.00, submitted by Prillaman <br /> <br />& Pace, Inc.; the next lowest bid was $13,216.00, submitted by Bryant's <br /> <br />Plumbing & Heating; and the third bid was for $16,158.00, submitted by <br /> <br />Laramore Construction Company, Inc. After an explanation by the Director <br /> <br />of Public Works, indicating that recently-advanced prices of pipe had pushed <br /> <br />the contract price approximately $1,000.00 higher than the estimate <br /> <br />originally made by the City when the project was first being considered, <br /> <br />Council awarded the contract to Prillaman & Pace, Inc., which firm submitted <br /> <br />the lowest bid. <br />
