1

TUESDAY

JANUARY 26, 1971

-<

WHEREAS, said sewer and water line extensions must cross the right-of-way
of the Carolina & Northwestern Railway Company, in the vicinity of Jones
Creek, for which permission of said Carolina & Northwestern Railway Company
is necessary and will be granted, subject to certain contractual agreements;
now, therefore,

BE IT RESOLVED by the Council of the City of Martinsville, Virginia, in
regular meeting assembled this twenty-sixth day of January, 1971, that it
doth hereby approve--and doth hereby authorize its Mayor, the Honorable
F. T. Renick, M.D., to execute on behalf of the City of Martinsville--said
contractual agreements with the Carolina & Northwestern Railway Company,
whereby the City is permitted to extend an eight-inch sewer line across
the Railway Company's right-of-way at a point 276 feet west of Mile
Post 276, and whereby the City is permitted to extend a ten-inch water line
across the Railway Company's right-of-way at a point 266 feet west of Mile
Most 45.

Upon being informed that a large number of government class students from

Martinsville High School is expected at Council's forthcoming February 9th

meeting, Council agreed to conduct said meeting in the City's Corporation

Courtroom, which can accommodate more visitors than can the Council Chamber.

Council tentatively agreed to meeting in an informal session on February 15th

on the occasion of presenting special awards to various City employees.

Mr. Worth H. Carter, Jr., Vice President & Comptroller of Piedmont Trust Bank,

appeared before Council and raised the following questions relating to the

extending and expansion of facilities (water and sewer) beyond the City's

corporate limits, as hereinbefore referred to in these minutes:

(a) Would the extending of the City's subdivision regulations three

miles beyond the City's corporate limits serve to qualify the City

for Federal-State aid;

(b) Would there be some over-lapping and/or conflict inasmuch as

the Henry County Public Service Authority has publicly stated

that it intends to provide water and sewer service throughout

Henry County;
