The Board approve on an interim basis in accordance with the <br />Health Department's recommendation final plans and specifications <br />for conveying wastes from the Villa Heights area to Collinsville <br />for treatment. <br /> <br />2. No grant funds be made available to the Henry County Public <br />Service Authority for construction of these facilities. <br /> <br />3. The Board direct the staff to advise the City of Martinsville <br />and the Henry County Public Service Authority that the Board <br />will not recommend any grant funds for the City or for the areas <br />of the County adjacent to the City until such time as a cooperative <br />regional plan has been developed by the City and the Public Service <br />Authority for treating wastes within the City and areas of Henry <br />County adjacent to the City and is approved by the Board. <br /> <br />Council and the City Manager then reviewed the status of the said proposed contract <br /> <br />between the City and Henry County (or the Henry County Public Service Authority) for the <br /> <br />receiving and treatment of wastes from the Villa Heights area, referring to Council's <br /> <br />meeting held May 12, 1970 at which time Henry County officials presented the reasons <br /> <br />neither the County nor the Public Service Authority could enter into said proposed <br /> <br />contract. Thus, in the absence of zoning and subdivision regulations in Henry <br /> <br />County and the lack of authority by the Public Service Authority to enforce certain <br /> <br />requirements by the City, the question arose as to whether to waive the City's <br /> <br />requirements--heretofore made a part of similar contractual agreements involving <br /> <br />Henry County areas--in order to accommodate the pressing needs of the Villa Heights <br /> <br />area and to eliminate this one obstacle to the City's obtaining grant funds. <br /> <br />Accordingly, in acceptance of City Manager Noland's recommendations, Council <br /> <br />unanimously directed and authorized: <br /> <br />(1) The filing of a preliminary application by February 15, 1971 for <br /> <br />for Federal-State financial assistance for secondary treatment <br /> <br />facilities, with "covering" letter indicating the City's ability <br /> <br />or intent to finance its share of the cost, being 20% of estimated <br />
