<br />[in <br /> <br />TUESDAY <br /> <br />NOVEMBER lO, 1970 <br /> <br />In acceptance of City Manager Noland's recommendation, included in his memo- <br /> <br />randum report dated November 3, 1970, Council directed that a fee of six <br /> <br />dollars ($6.00) per year be collected from each non-City resident and/or <br /> <br />family who uses the "check-out" service of Martinsville Memorial Public Library, <br /> <br />effective January 1, 1971, it being pointed out that (1) usage of the Library <br /> <br />by non-City residents represents a considerable portion of total usage thereof; <br /> <br />(2) the City's Library no longer receives any financial support from the <br /> <br />City-County United Fund; (3) as to residents of Henry County alone, the Henry <br /> <br />County Board of Supervisors has suggested that the City make a direct charge <br /> <br />to users, this being interpreted that said Supervisors do not wish to include <br /> <br />in its budget supporting funds for the City's Library on behalf of Henry County <br /> <br />citizens and users of the Library, as has been suggested to the Supervisors by <br /> <br />City Manager Noland; and (4) the user-fee charge will have little or no adverse <br /> <br />bearing on the City-County Consolidation proposal now under study. <br /> <br />Pursuant to recommendation of the various offices involved, concurred in by <br /> <br />City Manager Noland, Council adopted the following ordinance--effective <br /> <br />December 1, 1970--amending the rules and regulations governing the operation <br /> <br />of the City's electric and water utility systems insofar as advance deposits <br /> <br />from tenants of residential properties are concerned: (Note: Councilman <br /> <br />Hobson abstained from voting). <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, Virginia, <br />in regular meeting assembled this tenth day of November, 1970, that <br />above-captioned rules and regulations be--and are hereby--amended to <br />provide and require that tenant applicants for residential utility <br />services shall deposit with the City Treasurer the sum of twenty dollars <br />($20.00) for electric service and the sum of ten dollars ($lO.OO) for <br />water service furnished by the City of Martinsville. <br /> <br />BE IT FURTHER ORDAINED that this amendment shall become effective on <br />December 1, 1970. <br />
