1

TUESDAY

JULY 28, 1970

--.'

,-

informed Council that he began developing the subdivision some months ago

with the assurance that he would be able to obtain water service through the

Daniel Creek Water Company's Woodland Heights water system but, with that

having become impossible because of diminishing supply, ultimately resulting

in the City's purchasing of the system in order to assure water service to

the Woodland Heights residents, his only recourse is to the City. Upon motion,

duly seconded, Council unanimously authorized water service for petitioner's

subdivision, subject to the Commission's action thereon and subject to

compliance by petitioner with the City's applicable regulations and ordinances.

Meanwhile, Council concurred in Councilman Hartford's conclusion that Council

should immediately give consideration to establishing a long-range policy

effecting future requests, if any, for water service outside the corporate

limits and, further, at the present time, that persons or firms planning

developments outside the City are hereby on notice that they can not expect

water service from the City although no other source be available. Council

reiterated its position stated many times that the City desires to be a

"good neighbor" to the County of Henry and its citizens but, at the same time,

must keep in mind its basic responsibility to the City residents and taxpayers.

School Board Chairman W. K. Putney, School Superintendent John D. Richmond,

Mr. John Holmes, Secretary of City Transit Company, Inc., and City Manager

Noland apprised Council of the impending need for additional school busses

to accommodate school children because of the assignment of all seventh-grade

children to Albert Harris High School beginning with the forthcoming school

year. City Manager Noland further informed Council that three less-preferable

66-passenger busses are immediately available at a cost of $23,500.00 but that delivery

of the more preferable 54-passenger busses (estimated need of four at total cost

of $25,000.00) could not be made until quite ~ome time after the school year begins.

_m_ _____.~_______._.._.~,_.~_
