Consequently, City Manager Noland <br /> <br />inquired of Council its direction as to whether to negotiate a sale of the <br /> <br />entire tract, with some study and emphasis being given to the preferable <br /> <br />Marrowbone Creek water source should the City find necessary and feasible <br /> <br />to construct an additional water treatment plant in that area. Council <br /> <br />continued consideration of the ItHedgecockll tract disposition to its next <br /> <br />regular meeting. <br /> <br />Upon recommendation of Mr. D. B. Hanel, Commissioner of the Revenue, <br /> <br />Council adopted the following resolution providing for, in effect, the <br /> <br />semi-annual assessing of taxable improvements pursuant to applicable State <br /> <br />statutes: <br /> <br />WHEREAS, new buildings and other improvements heretofore have been <br />appraised and assessed for tax purposes only once a year, viz., as <br />of January 1st of each tax year; and <br /> <br />WHEREAS, the Commissioner of the Revenue of the City of Martinsville <br />has apprised Martinsville City Council of the several statutory <br />procedures by which such new buildings and other improvements may--if <br />so authorized by the governing body--be appraised and assessed for tax <br />purposes other than as of January 1st of each year; now, therefore, <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, Virginia, <br />in regular meeting assembled this twenty-third day of June, 1970, <br />that the Commissioner of the Revenue of the City of Martinsville be, <br />and is hereby authorized and directed, to appraise and assess--for <br />tax purposes--new buildings and other improvements as of July 1st <br />and January 1st, all in accordance with applicable provisions of the <br />CODE OF VIRGINIA, 1950, and as amended. <br /> <br />Mr. Hal G. Prillaman appeared before Council and reported that the local <br /> <br />Council on Human Relations is developing plans for an lIold-timell patriotic <br /> <br />observance of the forthcoming July 4th at Clearview School, between the <br /> <br />hours of 4:00 P.M. and 8:00 P.M., to which members of Council and other <br /> <br />City personnel are cordially invited. <br />
