<br />f'G <br />.' <br />) <br /> <br />TUESDAY <br /> <br />APRIL 28~ 1970 <br /> <br />County, will make a concerted and cooperative effort to prevent and control <br /> <br />air pollution in the entire area, coincident with beautification and clean-up <br /> <br />campaign already in progress and so ably directed by Mrs. Sallie Mason Clark <br /> <br />(see Council minutes of April 14, 1970). Council reviewed with these young <br /> <br />men some of the favorable results voluntarily obtained in recent years by <br /> <br />the former Smoke Abatement Committee, which has recently been re-activated with <br /> <br />Mr. Carl H. Bach as Chairman. Council also cited some of the technical <br /> <br />difficulties a governing body faces in developing enforceable anti-pollution <br /> <br />ordinances. Subsequently (in this meeting), Mr. Carl H. Bach, Abatement <br /> <br />Committee Chairman, reported on activities of his committee already undertaken <br /> <br />since its re-activation on April 14th. <br /> <br />Council acknowledged receipt of--and ordered held for forthcoming annual <br /> <br />review and consideration--curb-and-gutter petitions filed on behalf of the <br /> <br />following: <br /> <br />(1) Luck Street, between Vine and Glade Streets; <br /> <br />(2) Barton Street, between Church Street and Cemetery Street; and <br /> <br />(3) Fourth Street, between "DII and "F" Streets. <br /> <br />Pursuant to request of Mr. O. B. Hensley, filed by his attorney, Mr. M. Harrison <br /> <br />Joyce, and pursuant to Council's action taken August 9, 1966 relating thereto, <br /> <br />Council continued in force the special-use permit granted said August 9, 1966, <br /> <br />thus allowing the Martinsville-Henry County Fair & Exposition to be conducted <br /> <br />at "Liberty Heights" during the period September 7th-12th, 1970. It was noted <br /> <br />that said permit will expire with the conclusion of said forthcoming Fair & <br /> <br />Exposition. <br />
