<br />iB <br /> <br />TUESDAY <br /> <br />FEBRUARY 10, 1970 <br /> <br />Council was informed that the Federal Communications Commission recently has <br /> <br />ruled that cities and states may continue to be free to franchise any <br /> <br />non-affiliated CATV systems, to which matter reference is made in the minutes <br /> <br />of Council's January 27th (1970) meeting. <br /> <br />City Manager Noland and City Attorney Cubine reviewed various matters of <br /> <br />interest before the 1970 Virginia General Assembly. In addition, they called <br /> <br />Council's attention to the import of legislation pending before the United <br /> <br />States Senate which (legislation, if enacted as already approved by the United <br /> <br />States Houe of Representatives) would remove the tax-exempt status heretofore <br /> <br />afforded states and cities on air travel by personnel on official business as <br /> <br />well as air freight by governmental agencies and, furthermore, would impose a <br /> <br />new registration fee on governmental aircraft. Pursuant to recommendation of <br /> <br />City Manager Noland and the requests of both the National League of Cities and <br /> <br />the Municipal Finance Officers Association, Council directed the filing of its <br /> <br />protest (against such legislation) with its representatives in the United <br /> <br />States Senate, viz., Senators Harry F. Byrd, Jr., and William B. Spong. <br /> <br />Mr. Leon Globman, member with Vice-Mayor West of Regional Planning District <br /> <br />No. 12, reported on developments toward activating this Planning District, <br /> <br />hopefully within the near future. <br /> <br />Council was adjourned. <br /> <br />, 1~..- <br />W.
