<br />o <br /> <br />TUESDAY <br /> <br />DECEMBER 9, 1969 <br /> <br />On August 18, 1967, the Commission reported to Council that a committee <br />of the Planning Commission had expressed to the Commission the opinion <br />that the type of developments requested were feasible in Martinsville <br />and that they could be constructed in keeping with the existing develop- <br />ment planning; that this subcommittee report had been adopted by the <br />Commission and should Council desire, the Commission would continue to <br />investigate this matter and recommend to Council in detail such revisions <br />as might be necessary in the regulations to allow these types of <br />development. <br /> <br />Subsequent to this report, Council referred this matter back to the <br />Commission for the instructions to advise Council as to what might be <br />necessary in the way of amending the ordinances to allow for this type <br />construction. <br /> <br />The Commission continued to study this matter in great detail and on <br />Thursday, February 15, 1968, the Commission conducted a duly advertised <br />public heaing on a proposed amendment to the Zoning Ordinance which <br />would allow this type development. Following this public hearing, the <br />Commission adopted a set of guidelines which it felt should be included <br />in the Zoning Ordinance as an amendment to this "Special Use" section. <br />In the meantime, interest seemed to lag in this type development and <br />as a result this amendment was not passed on to Council. <br /> <br />Due to an expression of interest in this type development in the past <br />60 days, the Commission, at its meeting on Tuesday, December 2, reviewed <br />the proposals it adopted in 1968 and voted unanimously to recommend to <br />Council that the Zoning Ordinance be amended to incorporate these <br />guidelines, a copy of which is attached. <br /> <br />By letter dated November 25, 1969, Mr. J. B. Frith (of Frith Construction <br /> <br />Company, Inc.) indicated an interest in exchanging his firm's tract of 46.8 <br /> <br />acres--contiguous to the tract recently acquired by the City from Martinsville <br /> <br />Stone Corporation and located on the north side of Clearview Drive, in Henry <br /> <br />County--for the thirty-acre tract purchased in 1959 by the City from Mr. & <br /> <br />Mrs. O. P. Hedgecock as an alternate sewage disposal plant site, being <br /> <br />located on Smith River near the City's Industrial Park. Mr. Frith further <br /> <br />indicated that the exchange might be on the basis of independent appraisals <br /> <br />of the two tracts; whereupon, Council authorized City Manager Noland to <br /> <br />obtain three independent appraisals by qualified appraisors, that Council <br /> <br />might give further consideration to Mr. Frith's proposal. <br />
