<br />n-l <br /> <br />TUESDAY <br /> <br />NOVEMBER 25, 1969 <br /> <br />2. Should consolidation not be forthcoming, annexation then becomes <br />the next step. And pressures are mounting from within and without <br />the city for enlarging our boundaries. From within, because we <br />are running out of land suitable for industrial and residential <br />development. From without, because areas adjacent to the cities <br />boundaries have become urban in character and need the standard <br />of services available from the city. The increasing number of requests <br />for city water and/or sewer services are prime examples of what is <br />happening. Allover the county, we see evidences of the change in <br />character from rural to urban - - and with it brings the demand for <br />the type and standard of services presently available from the city <br />rather than from the county. And these demands will continue and <br />ever-mount as the county increases in population, people live closer <br />together, industry continues to expand, and agriculture diminishes. <br /> <br />3. Looking at the problem in one way, it is not to the city's best <br />interests to continue expanding its services in areas beyond the <br />city's limits because as it satisfies these demands, the pressures <br />for consolidation or annexation subside. We are speaking of pressures <br />outside our present boundaries. However, if council sees otherwise <br />(and it may have good reasons for providing water and/or sewer services <br />beyond the city limits), at the very least, council should endeavor to <br />prepare these areas for eventual consolidation or annexation. Specifically, <br />council should require that such areas or individual plots comply with <br />existing zoning and/or sub-division ordinances prior to being provided <br />with these services. <br /> <br />4. The above would be comparatively easy to administer. Should such <br />request originate with an individual property holder, the planning <br />commission could continue to confer with the property holder about <br />zoning and/or sub-division requirements prior to execution of a contract. <br />Should council enter into a contract with PSA or the Board of Supervisors <br />for provision of services to an area, it should be agreed to that-before <br />PSA or The Board of Supervisors contract with individual property holders <br />for provision of these services--the City Planning Commission first confer <br />with the property owner to assure that zoning and/or sub-division <br />requirements have been met. Approval by the Commission would then continue <br />as a condition to be satisfied prior to the execution of any contract. <br />A land-use map of the areas involved would be necessary for study by the <br />Commission. We understand that the county possesses such maps. <br /> <br />5. The Planning Commission is deeply interested in and concerned with the <br />future development of the entire area. We want to be a part of any <br />considerations leading to consolidation and/or annexation. We wish to <br />be of service to council, the people of Martinsville, the County Board <br />of Supervisors, and the people of Henry County. <br />
