<br />",..-. <br /> <br />1 <br />j <br /> <br />TUESDAY <br /> <br />OCTOBER 28, 1969 <br /> <br />October 27th meeting, agreed to appoint three representatives of the <br /> <br />County to an in-depth study commission (composed of three members from <br /> <br />the County and three from the City), Council unanimously adopted the <br /> <br />following resolution (introduced by Vice-Mayor West), directing that <br /> <br />Council shall soon name its three representatives on the commission <br /> <br />and, also, directing City Manager Noland and City Attorney Cubine to <br /> <br />negotiate with the Board of Supervisors on contract terms by which <br /> <br />certain municipal services might be furnished certain areas adjacent to <br /> <br />the City: <br /> <br />This Council hereby goes on record as being highly gratified that <br />the Board of Supervisors of Henry County has so promptly accepted <br />the suggestion of City Council that the two governments jointly <br />make an in-depth investigation of the feasibility of merging the <br />two political subdivisions into a single city government, all in <br />accordance with applicable State Code provisions. <br /> <br />In accepting its joint responsibility, this Council hereby agrees <br />to name, at the earliest practicable time, the three persons who <br />will serve as the City's Advisory Committee, and suggests that as <br />soon as the City and County Advisory Committees have been named, <br />the two governing bodies meet jointly with the two committees, to <br />discuss such all-important factors as the goals, scope and time <br />schedule which shall be agreed upon, in order not to unduly prolong <br />this most important and far reaching but necessary proceeding. <br /> <br />Further, in accordance with a general discussion had when the two <br />governing bodies met jointly on October 22, 1969, this Council hereby <br />authorizes and directs the City Manager and City Attorney to negotiate <br />with the Board of Supervisors concerning contract terms under which <br />the City might provide utility services to certain areas adjacent to <br />the corporate limits, keeping in mind that such contracts would <br />perforce contain language to protect the City's obligation to its <br />citizens, in the event of the possible failure of the merger question <br />at the referendum, thus protecting the City's position in the event <br />of necessary future annexation proceedings and/or the right of <br />determination by the City its ability to or capability of continuing <br />any services beyond the corporate limits. <br /> <br />Council also invited the Mayor and the Town Council of Ridgeway to attend <br /> <br />the next joint meeting of the Council and the Supervisors, time and place <br /> <br />yet to be designated. <br />
