-J

WEDNESDAY

OCTOBER 22, 1969

(3) if the two governing bodies jointly agree, a referendum on

the question of merging and/or consolidating (including

a proposed charter, subject to ratification by the Virginia

General Assembly) would be held, the results of such

referendum authorizing the merger or rejecting the question.

Several questions arose, the answers to which can come only at the

conclusion of the in-depth or feasibility study. Meanwhile, several

citizens present heartily endorsed the idea of setting into motion the

merger procedure, expressing their convictions that--for the ultimate

good of the total area and its people--a consolidating of the two

governments and its functions is necessary.

Upon inquiry as to the Council's position with regard to recent requests

by the Henry County Public Service Authority for negotiations toward

contractual agreements whereby the City might receive and treat sewage

from certain agreas adjacent to the City, Council indicated its intention

to proceed in good faith toward negotiations, irrespective of the final

decision that might be made by the voters in a referendum on the merger

question, once the merger procedure is officially authorized and activated,

hopefully by the Supervisors at its forthcoming October 27th meeting and by

the Council at its forthcoming October 28th meeting.

Council was adjourned.

w.

-...,-

lerk of Council
