<br />- <br /> <br />-- <br /> <br />J <br /> <br />WEDNESDAY <br /> <br />OCTOBER 22, 1969 <br /> <br />A special and duly-called meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor F. T. Renick, M.D., presiding, was held Wednesday, October <br /> <br />22, 1969, in the Council Chamber, City Hall, beginning at 7:30 P.M., for the <br /> <br />purpose of discussing with the Henry County Board of Supervisors--and receiving <br /> <br />comments from the general public--various aspects of merging and/or consolidating <br /> <br />the functions and operations of the two governmental jurisdictions into one such <br /> <br />jurisdiction, on which subject an informal conference between the two governing <br /> <br />bodies was held September 8, 1969. All members of Council were present, viz., <br /> <br />Mayor F. T. Renick, M.D.; Francis T. West, Vice Mayor; Harry L. Boaz; W. Donald <br /> <br />Hartford; and William D. Hobson. All members of the Board of Supervisors, with <br /> <br />the exception of Mr. Holland, were present, viz., Mr. Willard Minter, Chairman; <br /> <br />and Messrs. Moran, Stanley, Hundley, and Harris. <br /> <br />After the invocation, Mayor Renick stated the purpose of the meeting and <br /> <br />invited comments from members of the two governing bodies as well as from <br /> <br />citizens (both County and City) present. Preparatory to the discussion, the <br /> <br />general procedure--as set forth in the CODE OF VIRGINIA (1950, and as amended)-- <br /> <br />to be followed (should the two governing bodies jointly agree to pursue) was set <br /> <br />forth, summary of which follows: <br /> <br />(1) each governing body would appoint three members (for a total of six) <br /> <br />to a study commission, whose responsibility would include the <br /> <br />compilation and assimilation of data necessary to the determining <br /> <br />of the feasibility of merger and/or consolidation and including <br /> <br />the effect upon the residents as to governmental services and costs <br /> <br />as well as a proposed charter for the new governmental unit; <br /> <br />(2) the findings and recommendations of the in-depth study commission <br /> <br />would be presented to the City Council and the Board of Supervisors, <br /> <br />which findings and recommendations might be accepted, rejected, or <br /> <br />modi fied; and <br />
