<br />36 <br /> <br />TUESDAY <br /> <br />FEBRUARY 11, 1975 <br /> <br />-- <br />/ <br /> <br />(6) program financed by Federal funding may be for any period of time, <br />i.e., not limited to a fiscal or calendar year; <br />(7) assurances or guarantees by locality of program completions are <br />not required, if funds unavailable; and <br />(8) if City chooses not to file for 1974-75 funding, such choice will <br />not jeopardize any future application City might file. <br /> <br />The following citizens appeared before Council and generally reiterated their opinions <br /> <br />and/or positions stated at Council's February 10th meeting: Mrs. Estelle Gilbert, and <br /> <br />Messrs. Francis T. West, Thomas J. Womack, Robert S. Martin, Joseph Pritchett, and <br /> <br />,- <br /> <br />Leon Globman. In addition, again with emphasis on housing, the following citizens <br /> <br />offered the following comments: <br /> <br />(1) Mr. Kermit Hairston, 10 Starling Avenue - there are good things about <br />the City as well as some bad; citizen thinking seems to have been <br />polarized; and there is a need for better housing; <br />(2) Mr. Wayne Bowles, of Northview Gardens Apartments - his apartment <br />complex, built with Federal aid, has vacancies, concluding that <br />citizens apparently do not want subsidized housing; and <br />(3) Mr. J. P. Wade, Jr., - 1505 Lakeview Trail, a building contractor <br />and developer - is for Federal aid. <br /> <br />Councilman Lester introduced a motion, seconded by Mayor Boaz, that the City not change <br /> <br />directions at this time, i.e., not apply for Federal funding under the H&CD Act, and <br /> <br />continue financing the City's CBD project (downtown renewal) with General Revenue-Sharing <br /> <br />funds. Councilman Greene offered a substitute motion, seconded by Vice-Mayor Hobson, <br /> <br />that the matter (i.e., any action on applying for H&CD funds and/or Councilman Lester's <br /> <br />motion) be tabled. Voting against Councilman Greene's substitute motion were Mayor <br /> <br />...,- <br /> <br />Boaz, Councilman Lester and Councilman Fitz-Hugh, thus defeating this motion. In the <br /> <br />discussion of Councilman Lester's initial motion, Councilman Fitz-Hugh pointed out <br /> <br />that the City has received practically no input from citizens as to the City's needs, <br /> <br />that no one seems to know how much money is needed or how much should be applied for <br /> <br />(if application is to be made), and (that) more work and study are necessary before <br /> <br />Council can arrive at a decision as to whether to apply for H&CD aid.
