<br />54 <br /> <br />TUESDAY <br /> <br />JANUARY 14, 1975 <br /> <br />public service jobs, with such allocation to be expended solely for salaries and <br /> <br />wages of such individuals during the period January 10, 1975-January 9, 1976, <br /> <br />and with such individuals to begin employment not later than January 31, 1975. <br /> <br />In connection therewith, Dr. Sherman S. Dutton, President of Patrick Henry <br /> <br />Community College, informed Council that, because of current emergency <br /> <br />employment restrictions being imposed by the State of Virginia, there is an <br /> <br />urgent need to fill or provide positions for six bookkeeping-clerical <br /> <br />individuals at Patrick Henry College and, accordingly, is now requesting that <br /> <br />the City of Martinsville allocate some $11,000.00 to provide employment for two <br /> <br />persons from the City. Similar requests, Dr. Dutton reported, will be made of <br /> <br />Henry County (for three positions) and Patrick County (for one position). Upon <br /> <br />motion, duly seconded and unanimously carried, Council authorized the acceptance <br /> <br />of the Federal allocation and the participation in said program, with the use of <br /> <br />these funds to provide one year's employment of two individuals at Patrick Henry <br /> <br />College and the remainder of the allocation to the discretion of City Manager <br /> <br />Noland, in keeping with certain needs cited by the City Manager. <br /> <br />City Manager Noland briefed Council on the recent increase in Food Stamp <br /> <br />applications being filed with the City's Department of Social Services as well as <br /> <br />applications for Aid to Dependent Children, resulting from the current adverse <br /> <br />economic conditions, posing an immediate need for two additional eligibility <br /> <br />technicians and one clerk. Upon recommendation of the City Manager, Council <br /> <br />authorized the employing of one individual whose salary will be financed from <br /> <br />regular City-State-Federal welfare funds and one or more other individuals whose <br /> <br />salaries are to be paid from the Comprehensive & Training Act allocation <br /> <br />hereinbefore cited. <br />
