<br />32 <br /> <br />TUESDAY <br /> <br />OCTOBER 22, 1974 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, with <br /> <br />Mayor Harry L. Boaz presiding, was held Tuesday, October 22, 1974, in the Council Chamber, <br /> <br />City Hall, beginning at 7:30 P.M., all members being present, viz., Harry L. Boaz, Mayor; <br /> <br />William D. Hobson, Vice Mayor; Morton W. Lester; G. S. Fitz-Hugh, Jr.; and Barry A. Greene. <br /> <br />After the invocation, Council approved--as recorded--the minutes of its regular meeting held <br /> <br />October 8, 1974. <br /> <br />In connection with a problem brought before Council at its October 8, 1974 meeting, concerning <br /> <br />parking spaces for produce peddlers and/or growers at the Fayette Street Parking Lot, a portion <br /> <br />of which parking lot was designated by Council some years ago as the City's "market place", a <br /> <br />special committee (established at said October 8th meeting, to study this problem and report back <br /> <br />to Council) recommended that eleven spaces on the east side of said parking lot be designated and <br /> <br />set aside for said produce peddlers and/or growers, with an appropriate sign so indicating, with <br /> <br />parking meters to be "bagged", especially during the mornings of Thursdays, Fridays, and Saturdays. <br /> <br />The committee also recommended that study be given to providing a more suitable location for this <br /> <br />activity, looking toward a permanent site correlated with the CBD development. Upon motion, duly <br /> <br />seconded and unanimously carr~ed, Council accepted the recommendations of the committee, including <br /> <br />those pertaining to a permanent location, meanwhile requesting the same committee to continue in <br /> <br />office for this purpose, with the hope that an arrangement therefor could be worked out by early <br /> <br />1975. <br /> <br />By report dated October 21, 1974, the Planning Commission reported that, having considered <br /> <br />Mr. W. A. Mason's request--referred by Council from its meeting held May 14, 1974--that the City <br /> <br />abandon in favor of Mr. Mason a parcel of right-of-way (consisting of .047 acres) lying to the rear <br /> <br />of sidewalk at the southeast corner of Starling Avenue at Memorial Boulevard South, and also having <br /> <br />considered a plan from the City administration whereby an exchange of right-of-way between the City <br />
