<br />" 1 <br />"" <br />t.... <br /> <br />TUESDAY <br /> <br />OCTOBER 8, 1974 <br /> <br />In connection with and following up on the special Council meeting held October 1, 1974, when <br /> <br />Council received a briefing on the Housing & Urban Development Act of 1974, Assistant City <br /> <br />Manager-Public Works Director George W. Brown informed Council that specific guidelines for <br /> <br />fund application procedures are not yet available from the appropriate Federal agency, meanwhile <br /> <br />presenting to Council an interim report for study, including the suggestions that (1) priorities <br /> <br />of needs be established in terms of capital improvements and (2) the aspect of housing be <br /> <br />- <br /> <br />considered separately in terms of meeting needs and complying with legislative requirements, <br /> <br />both to be correlated with a comprehensive plan now in process of being developed for the City. <br /> <br />Also, in connection with the current Central Business Development project now under way, and <br /> <br />upon recommendation of the CBD Study Commission, Council authorized said Commission to obtain <br /> <br />valuation appraisals on property formerly owned by Martinsville Coca-Cola Bottling Company, which <br /> <br />property is within Phase Two of the CBD project and is located at the southeast corner of Main <br /> <br />and Moss Streets. It was noted that said property was recently acquired by a group of businessmen <br /> <br />as a site for a new banking institution; however, inasmuch as this group has been unable to secure <br /> <br />a charter for a new bank, the group is willing to sell this property to the Martinsville <br /> <br />Redevelopment & Housing Authority. <br /> <br />Mr. Robert Crockett, Business License Enforcement Officer for the City, brought to Council's <br /> <br />attention a problem now being encountered by produce peddlers and/or growers at the City's <br /> <br />Fayette Street Parking Lot, wherein parking spaces (i.e., market place) assigned these produce <br /> <br />peddlers and/or growers are not always available to them because of occupancy by other individual <br /> <br />vehicles. At the suggestion of Councilman Fitz-Hugh, Council referred this matter--for study <br /> <br />and report back to Council--to a special committee composed of Mr. Crockett, City Attorney Worthy, <br /> <br />Assistant City Manager-Public Works Director George W. Brown, Traffic & Planning Director <br /> <br />Irving R. McGhee, and Police Sergeant Terry L. Roop. <br />
