Jones, Jr. <br /> <br />_. <br /> <br />Upon being informed that the City's cost share of the operating expenses of Anchor House No.2 <br /> <br />(for girls), for which a Special-Use Permit was issued June 25, 1974, is $3,885.00 for the <br /> <br /> <br />remainder of the current fiscal year, Council unanimously appropriated said sum for this <br /> <br /> <br />purpose from the General Fund's Reserve for Contingencies account, meanwhile directing that the <br /> <br />State Department of Welfare be apprised of Council's action in this regard that said Department <br /> <br />of Welfare be urged to lend its approval and financial support to this project. <br /> <br />Following a briefing by Assistant Commonwealth's Attorney J. Randolph Smith, Jr., on the need <br /> <br />for the revising and/or amending of Article III of Chapter 10 of the Martinsville City Code <br /> <br /> <br />(1971), i.e., specifically Sections 10-67, 10-69, and lO-72, and the repealing of Sections <br /> <br />10-66 and 10-68, to parallel Virginia statutes pertaining to arrests and conviction penalties <br /> <br />involving "Driving While Under Influence of Alcohol, Drugs and Other Intoxicants", Council <br /> <br />unanimously placed on first reading a recommended ordinance which would effect said revisions <br /> <br />and/or amendments. It was pointed out that, in addition to the need for these revisions, <br /> <br />charges for offenses thereunder could be made on City warrants and any fines levied thereunder <br /> <br />would fall to the City rather than, as now, to the State. <br /> <br />Responding to letter of petition dated October 4, 1974, filed by The Reverend John J. Munley, <br /> <br />Pastor of Saint Joseph's Catholic Church, Council unanimously granted permission to allow the <br /> <br />sponsorship and conducting of Bingo Games in Saint Joseph's parish social hall, subject and <br /> <br />pursuant to the conditions set forth in said petition as well as to all applicable statutes <br /> <br />and regulations. <br />
