<br />316 <br /> <br />TUESDAY <br /> <br />OCTOBER 8, 1974 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, with <br /> <br />Mayor Harry L. Boaz presiding, was held Tuesday, October 8, 1974, in the Council Chamber, <br /> <br />City Hall, beginning at 7:30 P.M., all members being present, viz., Harry L. Boaz, Mayor; <br /> <br />William D. Hobson, Vice Mayor; G. S. Fitz-Hugh, Jr.,; Barry A. Greene; and Morton W. Lester. <br /> <br />After the invocation, Council approved--as recorded--the minutes of its regular meeting held <br /> <br />September 17, 1974 and of its special meetings held October 1, 1974 and October 7, 1974. <br /> <br />Upon being advised by City Attorney Worthy that he foresees no legal problems in connection <br /> <br />with a proposed reappraisal of tangible personal property, as recommended by Commissioner <br /> <br />of the Revenue D. B. Hanel on September 17, 1974, Council authorized the acceptance of the <br /> <br />proposal (presented September 17, 1974) submitted by Wingate Appraisal Service (Roanoke, Virginia) <br /> <br />and the employment of this firm for the purposes set forth in said proposal and, also, unanimously <br /> <br />appropriated from the General Fund's Reserve for Contingencies account the sum of $21,000.00 <br /> <br />to finance the cost of said reappraisal. <br /> <br />By report dated October 4, 1974, the Planning Commission informed the Council that a property <br /> <br />rezoning petition re-filed with Council on August 13, 1974 by Mr. Daniel L. Manson, Attorney <br /> <br />at Law, on behalf of his client Mr. Earl J. Martin, involving the requested rezoning of <br /> <br />petitioner's property situated on the east side of Chatham Heights near its intersection <br /> <br />with Commonwealth Boulevard Extended, has been withdrawn by Mr. Manson acting on behalf of <br /> <br />his client. <br /> <br />In connection with some recent publicity regarding the absence of local health and sanitation <br /> <br />standards applicable to local public and semi-public swimming pools, Dr. Robert W. Hartley, <br /> <br />Director of the local District Health Department, discussed with Council various facets of this <br />
