<br />08 <br /> <br />TUESDAY <br /> <br />SEPTEMBER 17, 1974 <br /> <br />noted, carries the approval of the Planning Commission, subject to inclusion with any <br /> <br />granted permit certain conditions and stipulations made a part of the Planning Commission's <br /> <br />report and recommendation. It was noted, too, that applicant will donate such right-of-way <br /> <br />off the frontage of applicant's property as may be required for the widening of Pine Hall <br /> <br />Road. In response to inquiries concerning improvements to Pine Hall Road, applicant <br /> <br />expressed the opinion that this street should be widened and improved, whether or not the <br /> <br />apartment complex is built and, furthermore, this street should be widened and improved <br /> <br />before construction begins on the apartment complex. Upon motion, duly seconded and <br /> <br />unanimously carried, Council deferred action on said application, pending an estimate to be <br /> <br />prepared by the City's Engineering Division of the cost of widening and improving this street. <br /> <br />Mr. D. B. Hanel, Commissioner of Revenue, appeared before Council with a proposal whereby, as <br /> <br />agents for the City and for the Commissioner, an independent appraisal firm be employed to <br /> <br />reappraise local tangible personal property and, also, machinery and tools to update current <br /> <br />market values thereof for more equitable assessment thereof for tax purposes. The cost of <br /> <br />such a reappraisal, as submitted by Wingate Appraisal Service, Roanoke, Virginia (the low <br /> <br />bidder), would be $21,000.00, with said reappraisal to be completed by spring or summer of <br /> <br />1975 on properties as of January 1, 1975. Mr. Harold C. Wingate, of Wingate Appraisal Service, <br /> <br />was also present and outlined procedures and methods by which the reappraisal would be <br /> <br />conducted. Council deferred action on this proposal, pending a study and opinion by City <br /> <br />Attorney Worthy on any legal problems involved therewith. <br /> <br />Council referred to the Planning Commission, for its consideration and recommendation, a request <br /> <br />filed by Lester Properties (a division of The Lester Group, Inc.) seeking a rezoning of all its <br /> <br />properties located on the south side of Commonwealth Boulevard and to the east side of the <br /> <br />Martinsville-Henry County Health Center, extending to the existing M-l zoned area, from present <br /> <br />"R-6" zoning to a "C-3" zoning. <br />
