<br />3[ <br /> <br />TUESDAY <br /> <br />SEPTEMBER 17, 1974 <br /> <br />--. <br /> <br />The regular meeting of the Council of the City of Martinsville, Virginia, with Mayor Harry L. Boaz <br /> <br />presiding, was held Tuesday, September 17, 1974, in the Council Chamber, City Hall, with all <br /> <br />members being present, viz., Harry L. Boaz, Mayor; William D. Hobson, Vice Mayor; Morton W. Lester; <br /> <br />G. S. Fitz-Hugh, Jr.; and Barry A. Greene. <br /> <br />/- <br /> <br />After the invocation, Council approved--as recorded--the minutes of its regular meeting held <br /> <br />August 27, 1974 and of its organizational and special meeting held September 3, 1974. <br /> <br />Prior to Council's considering its regular order of business, Mayor Boaz issued a statement <br /> <br />pertaining to certain political inferences and/or accusations relating to his recent election as <br /> <br />Mayor, in which statement the Mayor said he had "no axe to grind" with anyone; however, he wanted <br /> <br />everyone to know that he has no commitments to anyone or to any group nor does he have any <br /> <br />political obligations. <br /> <br />,,- <br /> <br />Pursuant to duly-advertised public notice, a public hearing was scheduled for meeting covered by <br /> <br />these minutes on an application for a Special-Use Permit, as filed by Dr. John D. French under <br /> <br />date of June 25, 1974, which would allow for the construction of two commercial-type buildings on <br /> <br />applicant's property east of "15 Cleveland", which application has the approval of the Planning <br /> <br />Commission. Dr. French, however, informed Council that--because of a subsequent withdrawal of <br /> <br />interest on the part of a prospective lessee--his construction plans have consequently changed <br /> <br />and, therefore, he is now withdrawing said application. <br /> <br />- <br /> <br />Pursuant to duly-advertised public notice, Council conducted a public hearing on an application <br /> <br />for a Special-Use Permit, as filed by the Buena Vista Partnership (Mr. W. R. Broaddus, III, <br /> <br />Attorney at Law, representative) on June 25, 1974, which--if granted--would allow for the <br /> <br />construction of a townhouse apartment complex off Pine Hall Road.
