<br />~90 <br /> <br />JUNE 25, 1974 <br /> <br />TUESDAY <br /> <br />Council accepted and acknowledged with appreciation a donation of $505.50 from the <br /> <br />Martinsville-Henry County Woman's Club (Mrs. William Haney, President) for the purchase <br /> <br />of two pieces of playground equipment for the Jackson Street Park, which sum Council <br /> <br />appropriated exclusively for this purpose. <br /> <br />Council referred to the Planning Commission, for its consideration and recommendation, an <br /> <br />application--presented verbally by Dr. John D. French--for a Special-Use Permit which, <br /> <br />if approved, would allow for the construction of two commercial-type buildings in an <br /> <br />area between properties fronting the west side of Starling Avenue and properties fronting <br /> <br />the north side of Brown Street, east of the office complex identified as 1115 Cleveland". <br /> <br />Council acknowledged receipt of a petition requesting curb-and-gutter construction in <br /> <br />front of residential properties along Root Trail, directing that this petitillon'be 1h~ld:for <br /> <br />Council's forthcoming annual review. <br /> <br />Upon recommendation of City Manager Noland, Council unanimously adopted a proposed formal <br /> <br />grievance procedure for City employees, which procedure already has the approval of the <br /> <br />appropriate State government agency. <br /> <br />Also, upon recommendation of City Manager Noland, Council approved a proposed revision <br /> <br />of the City's Job Classification & Pay Plan. <br /> <br />Council referred to the Planning Commission, for its consideration and recommendation, an <br /> <br />application for a Special-Use Permit, as filed by the Buena Vista Corporation <br /> <br />(Mr. W. R. Broaddus, III, Attorney at Law, et als), which, if approved, would allow for the <br /> <br />construction of a townhouse complex off Pine Hall Road. Meanwhile, Mr. Joseph W. Pritchett <br /> <br />expressed opposition to the proposed construction of such a complex, citing the narrow <br /> <br />width of Pine Hall Road, the expectation of increased traffic thereon, and an inadequate <br />
