~90 JUNE 25, 1974 TUESDAY Council accepted and acknowledged with appreciation a donation of $505.50 from the Martinsville-Henry County Woman's Club (Mrs. William Haney, President) for the purchase of two pieces of playground equipment for the Jackson Street Park, which sum Council appropriated exclusively for this purpose. Council referred to the Planning Commission, for its consideration and recommendation, an application--presented verbally by Dr. John D. French--for a Special-Use Permit which, if approved, would allow for the construction of two commercial-type buildings in an area between properties fronting the west side of Starling Avenue and properties fronting the north side of Brown Street, east of the office complex identified as 1115 Cleveland". Council acknowledged receipt of a petition requesting curb-and-gutter construction in front of residential properties along Root Trail, directing that this petitillon'be 1h~ld:for Council's forthcoming annual review. Upon recommendation of City Manager Noland, Council unanimously adopted a proposed formal grievance procedure for City employees, which procedure already has the approval of the appropriate State government agency. Also, upon recommendation of City Manager Noland, Council approved a proposed revision of the City's Job Classification & Pay Plan. Council referred to the Planning Commission, for its consideration and recommendation, an application for a Special-Use Permit, as filed by the Buena Vista Corporation (Mr. W. R. Broaddus, III, Attorney at Law, et als), which, if approved, would allow for the construction of a townhouse complex off Pine Hall Road. Meanwhile, Mr. Joseph W. Pritchett expressed opposition to the proposed construction of such a complex, citing the narrow width of Pine Hall Road, the expectation of increased traffic thereon, and an inadequate
