<br />. r:; f) <br />; ,j ,y <br /> <br />TUESDAY <br /> <br />MARCH 12, 1974 <br /> <br />requesting that you appropriate $855.00 for the operation of the Board during fiscal year <br />1 July '74 to 30 June '75. A copy of the application for a State grant, containing <br />budgets for all agencies administered by the Board, is herewith delivered to you and <br />your City Manager, Mr. T. B. Noland. I will be happy to answer your questions to <br />the best of my ability, at your convenience. <br /> <br />As to future plans, some of the concerns that will be dealt with in some way by <br />the Community Services Board include: <br />(1) Alcoholism detoxification and rehabilitation. <br />(2) drug abuse rehabilitation. <br />(3) possible transfer of the Patrick Henry Mental Hygiene Clinic to local <br />jurisdiction and increasing its service capacity. <br />(4) some kind of residential care for mentally retarded persons who would <br />otherwise be institutionalized. <br />(5) attracting a full-time psychiatrist to our area, and hopefully to <br />assist in establishing the facilities required to take full advantage <br />of his skills. <br />(6) activity centers for mentally handicapped persons, similar to day-care <br />centers. <br />(7) increased exchange of information between people in the helping <br />professions in order to get maximum benefit from present resources. <br /> <br />Some of the things we believe need doing might best be done by private groups with their <br />own resources. Some things will require tax funds, local, State and Federal. Some may <br />best be combinations of human resources and finances from both public and private <br />sectors. We will do our best to get the best value in exchange for every hour of <br />labor and dollar expended. Your suggestions and advice are welcomed. <br /> <br />In conclusion, a personal word: I am pleased to consider myself a fellow public <br />servant with you, and I'm happy to have an opportunity to work in an area of <br />public life where there is such need and so much hope. The progress in mental <br />health care in the past five years is exciting, and the atmosphere of optimism <br />is strong among most of the staff at various facilities I've visited recently. <br />By continued effort together, we can make a whole new world of difference for <br />the mentally troubled. Thank you for the opportunity to be "where the action" is <br />in mental health services today! <br /> <br />A representative of Piedmont Dodge, Inc., appeared before Council to discuss a written request <br /> <br />he had made to the members of Council, following discussions with the Chief of Police and <br /> <br />City Manager, that the Council authorize financial assistance in the amount of $3,150.00, <br /> <br />to reduce the Automobile Dealer's expected loss caused by a sharp drop in the value of <br /> <br />high performance automobiles, in connection with the recently developed fuel shortage, with <br /> <br />the explanation that the sharp change in the market had developed during the time the order <br /> <br />was being processed. The City Manager explained that the order for six cars had been placed <br /> <br />on November 1, 1973, as a result of normal sealed bid procedures and that while the economic <br /> <br />situation is unfortunate for the dealer, the City also faced additional costs in connection <br />
