On completion of the hearing, <br /> <br />the Planning Commission retired to the adjacent conference room to consider the petition <br /> <br />and the request of PSA, and at a later point in the meeting returned to Council Chambers <br /> <br />with its report. The Chairman of the Commission reported that the Planning Commission <br /> <br />recommends extension of City utilities to serve the proposed development, and suggested <br /> <br />that covenants be established which would require the development to comply with R-9 <br /> <br />requirements of the City Zoning Ordinance as to usage and population density. On motion <br /> <br />of Mr. Boaz, seconded by Mr. Hartford, and carried unanimously, the report and recommendation <br /> <br />of the Planning Commission was approved. <br /> <br />In accordance with a request made at the last meeting, City Attorney Worthy presented his <br /> <br />report on the "coin-in-the-slot" vending machine matter by recommending an amendment to <br /> <br />the City Code, whereupon motion was made by Mr. Lester, seconded by Mr. Boaz, and carried <br /> <br />on a unanimous vote of those present, there was adopted an ordinance to amend the City <br /> <br />Code, as follows: <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, Virginia, at the <br />regular session held on March 12, 1974, that Section ll-8 of the Martinsville <br />City Code be amended by substituting a comma for the period at the end of the <br />first numbered paragraph, thereof, and by adding thereafter the following words: <br />"nor to any electronic or mechanical game or contest which may be played <br />by the public generally by manipulating special equipment whereby a score <br />or other outcome or result is established on the basis of skill rather than <br />of luck, and which does not dispense any form of pay-off, prize or reward." <br /> <br />Mr. Lambert Wood, Coordinator of the Piedmont Regional Mental Health and Mental Retardation <br /> <br />Services Board ("Chapter 10 Board"), appeared before Council and submitted a formal written <br /> <br />report on the work of the Board with the report including a request that Council commit itself <br /> <br />to the appropriation of $855.00 in the 1974-75 fiscal budget of the City, this figure comparing <br /> <br />with $700.00 which had been appropriated in the current fiscal year. <br /> <br />Following statements <br />
