<br />24 <br /> <br />TUESDAY <br /> <br />MARCH 12, 1974 <br /> <br />.... <br /> <br />precinct, under the consolidated plan, there are approximately 2,100 registered voters, <br /> <br />indicating a need of three machines at that poll. Subsequent to this report, and at a <br /> <br />later time in the meeting, motion was made, seconded, and carried on the unanimous <br /> <br />vote of the four members present, that the Council appropriate the sum of approximately <br /> <br />$2,044.00 for the purchase of one additional voting machine. <br /> <br />,- <br /> <br />In a discussion of the voting precinct situation, Mr. Freddie Turner, a candiate <br /> <br />for Council at the upcoming May 7 election, requested that the matter of consolidating <br /> <br />the voting precincts be postponed, pending a referendum, by placing the voting precinct <br /> <br />question on the ballot for the upcoming municipal election, stating that he had <br /> <br />interviewed a number of people in the Clearview area and that 95 per cent of those <br /> <br />questioned had opposed any change in the voting precincts, without a referendum. It was <br /> <br />explained that the law makes no provision for placing such a question on the ballot, and <br /> <br />Mayor West stated that such a question, though it may involve controversy, is the <br /> <br />responsibility of City Council to decide and that it would not be practical to <br /> <br />conduct referenda on various matters which may be controversial. Mr. W. B. Muse <br /> <br />again expressed his feeling that the recent precinct consolidation action would deter <br /> <br />voting rather than enhance the process. <br /> <br />There was conducted a public hearing, jointly with the City Planning Commission, on <br /> <br />a petition from East Gate Development Corporation for a Special Use Permit, which would <br /> <br />allow construction of a forty-one unit apartment complex just outside the corporate limits, <br /> <br />on Chatham Road. Following the petitioner's explanation of the project, no one expressed <br /> <br />any opposition to the petition. Upon being recognized, Mr. Robert W. Grant, Executive <br /> <br />Director of the Henry County Public Service Authority, appeared in person and submitted a <br /> <br />letter wherein PSA stated its desire to provide sewer service to the apartment complex, <br /> <br />under the terms of the PSA-City contract which had been executed on January 22, 1974, and in <br />
