<br />Z4G <br /> <br />TUESDAY <br /> <br />FEBRUARY 26, 1974 <br /> <br />Atlanta, Georgia, on the general subject of refuse collection and the status of research <br /> <br />and equipment development, sponsored by the Federal Government in conjunction with the <br /> <br />International City Management Association. Following the various Regional meetings the <br /> <br />sponsoring agencies had arranged a nationwide seminar, held in January, and the Assistant <br /> <br />City Manager had attended the second seminar, whereupon the Assistant City Manager briefed <br /> <br />Council on the highlights of the very beneficial seminar, including reports of extensive <br /> <br />research going on as the possibility of using refuse in the generation of heat or in <br /> <br />connection with coal burning plants which generate electricity. It was explained that <br /> <br />perhaps the most surprising opinion which has been developing of late is that one man <br /> <br />operating a specially-designed refuse collection vehicle represents the most efficient <br /> <br />and economic pick-up procedure in residential areas, but that all of the better methods <br /> <br />presume the use of plastic bags and their being placed by the home owners at the curb <br /> <br />for collection by the City crews. <br /> <br />After a briefing by the City Attorney concerning proposed legislation which had to do <br /> <br />with the State Corporation Commission's control of rates Appalachian Power Company would <br /> <br />charge to the City for the wholesale purchase of electricity rather than control by the <br /> <br />Federal Power Commission, Council asked that our State Senator be asked to oppose the <br /> <br />proposed legislation. <br /> <br />Council referred to the Planning Commission, for report and recommendation, a petition <br /> <br />that the City rezone a 78-acre tract, from M-3 Industrial to R-6 Residential, situated <br /> <br />west of Rives Road near the City limits and lying generally between Rives Road and the <br /> <br />N & W Railway. <br /> <br />In accordance with an agreement which had recently been worked out between the City and <br />
