Copenhaver, secretary of the Electoral Board, explained again that the goal of <br /> <br />the Board, which he felt to be obtainable, was to improve the voting process and remove <br /> <br />objections which had been made concerning one of the West End precincts and the one <br /> <br />at Lake Lanier, and he assured all those present that the Board is placing special <br /> <br />emphasis upon improving the voting process throughout the City, with positive assistance <br /> <br />to come from recently-developed state procedures for computerization of the voting records <br /> <br />and the fact that more voting machines would be available to assign to a consolidated <br /> <br />West End precinct. Preparatory to his motion, that the City ratify its action taken at <br /> <br />the last meeting, by consolidating the ten voting precincts into five, Councilman Lester <br /> <br />noted that should there be a feeling that there is insufficient space presently allocated <br /> <br />for the voting process in the Albert Harris School, additional space is available at that <br /> <br />school. Mr. Boaz seconded the motion to consolidate, and in discussion of the motion, <br /> <br />Councilman Hobson offered a substitute motion which motion called for leaving Precincts <br /> <br />one and six as they are, without consolidation, and the consolidation of the remaining <br /> <br />precincts in the City. There was no second to this motion, whereupon the vote was called <br /> <br />on Mr. Lester's original motion, following Mayor West's comments in behalf of the dedicated <br /> <br />efforts being put forth by the Electoral Board. The vote was four in favor of the motion, <br /> <br />with Councilman Hobson voting "no". Mayor West declared the motion to consolidate the <br /> <br />voting precincts to have been passed. <br /> <br />In consideration of the formal annual report of the Martinsville Volunteer Fire Company, <br /> <br />Inc., Mayor West noted that a number of the volunteers were present at the meeting and <br /> <br />the City Manager and Council expressed their appreciation for the splendid contribution <br /> <br />made by these volunteers and stressed the vital role they play in the City's effort to <br /> <br />serve its citizenry. <br /> <br />Representatives of a business concern appeared before Council with the explanation that <br /> <br />possibily the existing City Code prohibits the Company's securing a license for, and the use <br />
