<br />,.--> ^ <br />,")0 <br /> <br />TUESDAY <br /> <br />FEBRUARY l2, 1974 <br /> <br />feet outside the City's corporate limits, Council directed that a public hearing on said <br /> <br />application, with required published public notice thereof, be conducted jointly with <br /> <br />the Planning Commission at Council's regular meeting scheduled for Tuesday, March l2, <br /> <br />1974. <br /> <br />After giving consideration to whether the City would adopt the proposed Metropolitan <br /> <br />Regional Comprehensive Water and Wastewater plan of the West Piedmont Planning District <br /> <br />Commission, there was a discussion of the wording of one page of the plan, with an explanation <br /> <br />by the Assistant City Manager that because of the carefully prepared City staff input during <br /> <br />plan preparation and in view of the recent contract between the City and Henry County Public <br /> <br />Service Authority, there remains no apparent deterrent to the City's adoption of the plan, <br /> <br />except for suggested clarification of the single section. Motion was made by Mr. Lester, <br /> <br />seconded by Mr. Boaz, that there be adopted a clarifying resolution, having to do with the <br /> <br />page under discussion. In the discussion of this motion, Councilman Hobson moved that the <br /> <br />City adopt the plan, subject to its being changed to incorporate the suggested change as <br /> <br />Mr. Hobson, whereupon the question was called on the original motion. Upon calling for this <br /> <br />embodied in the resolution Mr. Lester introduced, but there was no second to the motion of <br /> <br />vote, the four members present voted unanimously to adopt said resolution as follows: <br /> <br />WHEREAS, Council generally approves the Plan as presented; it, nevertheless, <br />deems the time projections stated therein to be too rigid and feels that the times <br />stated should be considered simply as goals that would be flexibly adaptable to <br />accord with the economic and other necessities of the specific areas, even to the <br />point of permitting implementation of the services to a given area prior to the <br />time proposed and at the same time not requiring complete implementation by the <br />time dates set out; and, <br /> <br />WHEREAS, Council feels that the Plan should state more clearly that the five-year <br />projections for providing facilities as stated in the abstract are nothing more <br />than worthy objectives that would be flexible as the occasion demands, to be considered <br />at the time of the annual update provided for on Page 297 of the Plan; <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />the West Piedmont Planning District Commission be, ,and it he'reby <br />its Water and Waste Water Disposal Plan at whatever point deemed <br />a paragraph to the Plan to read substantially as follows: <br /> <br />Martinsville that <br />is, requested to amend <br />most suitable to add <br /> <br />--~~---~"-"'~"-"--'- <br />
