(\ <br />/.1 \J <br /> <br />TUESDAY <br /> <br />JANUARY 8, 1974 <br /> <br />Mayor West noted that he had received some complaints as to violation of the two-hour <br /> <br />parking limit governing some of the parking spaces on the City Hall parking lot and asked <br /> <br />for an investigation of this situation, with stricter enforcement of the regulations if <br /> <br />the violations are observed to be appreciable. <br /> <br />Also, the Mayor noted complaints having been received that trucks hauling debris from local <br /> <br />industries sometimes are insufficiently covered, thus permitting debris to fall on the streets, <br /> <br />and asked that the City administration give renewed emphasis to notification of those who may <br /> <br />be contributing to this situation and otherwise make efforts to prevent such illegal spillage. <br /> <br />Councilman Hartford brought up the problem and situation resulting from a recent personal <br /> <br />survey he had made of downtown alleys, recounting the fact that the litter and refuse which <br /> <br />now is readily found in several alleys to the rear of various businesses, stating that this <br /> <br />is an adverse reflection on the City and its government. All Councilmen agreed that this <br /> <br />is a situation which must not be permitted to continue, and the City administration was <br /> <br />directed to bring about strict enforcement of pertinent ordinances which now exist, to <br /> <br />correct the situation, and should it be found that existing ordinances do not sufficiently <br /> <br />afford a method of forcing proper clean-up, Council requested that proposed ordinances or <br /> <br />revisions be submitted for its consideration. Council stressed that the City had been <br /> <br />too lenient, too long, as regards this situation and vacant lots generally; in some cases <br /> <br />vacant lots have not received sufficient interest on the part of property owners. <br /> <br />Councilman Hobson agreed to have his special Environmental Committee attempt to assist in <br /> <br />this regard; and he also noted some complaints as to discoloration of water which had been <br /> <br />noted recently, and the Assistant City Manager and Director of Public Works explained that <br /> <br />this now corrected situation had resulted from a natural phenomenon at the City reservoir, <br /> <br />that it is a seasonal problem but one that had been more severe recently than is normally <br /> <br />the case. <br />
